Meet the Owner Jim Mann: The Man Who Soars!
As a proud Arizona native, I’ve always had a knack for seeing the big picture and helping others soar to new heights. After an exciting career as the executive director of the Fraternal Order of Police Arizona Labor Council, I hung up my hat on June 30, 2018. But retirement? Not quite my style! I launched Condor 206 Consulting to channel my skills into uplifting deserving membership groups. My journey? Anything but ordinary!

From High School to High Altitudes: After graduating from High School in Phoenix, I took to the skies with the US Army’s 82nd Airborne Division and later with the USAR 297th Military Intelligence Detachment (Special Forces). I climbed the ranks to Sergeant, learning the ropes (and the parachutes) along the way.

Law Enforcement Adventures: I kicked off my law enforcement career as a Deputy with the Maricopa County Sheriff’s Office. At the same time, I joined the Fraternal Order of Police to enjoy the camaraderie and support of fellow officers.

Rising Through the Ranks: After an action-packed 27 years with the Maricopa County Sheriff’s Office, I hung up my badge as a Lieutenant. My journey began on the streets as a Patrol Deputy, then I dived into the thrilling world of Narcotics and Organized Crime as a Detective. I climbed the ranks to Patrol Corporal and Patrol Sergeant, each role bringing new adventures.

As a Lieutenant, I took charge of county-wide patrol shifts as a Watch Commander, ensuring everything ran smoothly. Later, I switched gears to become the MCSO Employment Services Commander, juggling hiring, budget, payroll, and more for an agency with thousands of employees. And yes, I always hit those budget targets, managing hundreds of millions of taxpayer dollars like a pro!

Tactical Operations and Beyond: For five thrilling years, I led the Tactical Operations Unit, including SWAT, K-9, and EOD teams. It was an honor to work with some of the most skilled tactical operators and K9 handlers. Together, we tackled drug-related search warrants, armed suspect barricades, jail riots, hostage situations, and severe weather incidents.

Commanding Various Units: Throughout my career, I held several command positions, including Patrol Watch Commander, Judicial Security, Property and Evidence Commander, and Warrants (Fugitives) Commander. I also served as State Vice President for the Arizona Fraternal Order of Police.

Pension Oversight and Advocacy: In 2000, during a market crash, I was appointed as the AZ FOP Pension Oversight Committee Chairman. For nearly two decades, I attended every PSPRS Board of Trustee meeting, ensuring knowledgeable representation for our members during often contentious legislative pension benefit negotiations.

Post-Retirement Adventures: After retiring from MCSO, I stayed active with the AZ Fraternal Order of Police. I became the Executive Director of the Fraternal Order of Police Arizona Labor Council, providing 9,000 FOP members with legal defense plans, training, and labor resources. I’ve worked in the political arena for almost two decades as a registered lobbyist. I retired from the FOP and started Condor 206, a niche consulting business.
